In accordance with the charter, the Steering Committee consists of no more than 14 members. In 2009 the Charter was changed to add in specific terms for Steering Committee members. In early 2010, terms were randomly assigned to all members that were elected prior to November 2009 so that terms rules could be enforced. In 2015 the Charter was amended to better define how midterm vacancies are filled.
In addition, the Steering Committee may appoint a liaison from WECC or NERC who does not perform a monitoring or enforcement role in any Compliance Monitoring and Enforcement Program that relates to the NERC Reliability Standards. Such appointment does not carry a specified term.
Terms are for a period of three (3) years, with no limit of total terms. Approximately one-third of the Steering Committee is subject to each annual election. Terms may be adjusted as necessary by majority vote of the Steering Committee to achieve the intent of approximately one-third annual turnover.
